company admin was creating users when he reach 25 user all other users become hidden and cant be seen by company admin only can be seen from supper admin

Can you see if you have the department lockdown option checked on the user permission page for the permissions the user is assigned? Its weird that reaching 25 is disappearing but I think it may have something to do with the department lockdown feature.
