Require change password not working in OWA

When creating a new user I select “change password on login” I access OWA and login and it is triggered to make me change password. Upon entering account name, old password and new one it displays “The username or password entered isn’t correct. Try entering it again.
Before you ask, Yes, the password I’m using exceeds or meets the requirements.
This happens with all domains.
