This looks like it is a bug.

Can you please MOVE the CloudPanel.dll file and the CloudPanel.Exchange.dll file that is located in the BIN directory to your desktop and put these new ones in place? This patch is only for version 3.1.1540.

Let me know if it fixes the issue for you please.

That fixed it, all 25 showed up on the import page and now all imported.

(SQL table is populated)
