I’ve created a distribution group and one user is added to “managed by”.
Membership approval is set to “Owner approval”
When the user tries to edit the distribution group he receives an error saying that he doesn’t have permission to edit the group.

I assume you are talking about editing a distribution group via Outlook? Enable to have that option there is additional configuration you have to perform on your Exchange environment:
