Is it possible to bulk update users to their primary email?
The feature appears to exist for single users.

No there is no option to modify the username / UserPrincipalName in bulk. Doing this would require all users to re-enter their new username and password and also renames their user object in Active Directory.
Problems can come up from this so we decided not to include that in the bulk option .
