Is it possible to add a user that will administer a company without being part of the domains that are administered?

No there currently is not. CloudPanel has three different security levels. First you have your super admins which have complete control over all resellers and companies, then you have reseller admins which have control over all the companies under that reseller, and finally you have company admins which have control over their own company.
You can set permissions using the permissions group for resellers and company admins.
